Ministers in Brussels have voted by a majority to accept quotas to distribute people across Europe.
Some countries, like Slovakia and Hungary, voted against it.
Ireland did not have a vote, as it has an automatic opt-out on justice matters.
British Home Secretary Theresa May has defended the UK's decision not to take part in this scheme: "We have announced that we will be taking more refugees direct from the Syrian refugee camps.
"That means we can help the most vulnerable people, it also means that fewer people will be trying to make that dangerous journey into Europe which has sadly seen so many lives lost."
